Experts call for common North America border

NEW YORK (Reuters) - The United States, Canada and Mexico should establish a common security perimeter to guard against terrorism in North America, a tri-national independent task force said in a report released on Tuesday.

The countries should police their borders together to help border trade, allow easier movement of citizens and to keep out potential security threats, the task force said at New York's Council on Foreign Relations. "If our two borders, the one between Canada and the United States and the U.S. and Mexico, became a frontline for security the impact that would have on normal relations and economic relations would be profound," said co-chairman John Manley, a former Canadian deputy prime minister and minister of finance.

The task force was sponsored by private groups in each of the three countries including the U.S. Council on Foreign Relations, and there was no indication that governments would act on the proposals.

The report, titled "Building a North American Community," also called for free movement within the continent for citizens through a North American Border Pass with biometric identifiers and other measures to increase economic and military cooperation between the countries.

William Weld, a former Republican governor of Massachusetts, and Pedro Aspe, former finance minister of Mexico, were the other co-chairmen of the task force, comprised of over 20 experts from government, business and academia.

Manley contrasted the scrutiny of goods flowing between Canada and the United States with a lax attitude to imports arriving at shipping ports.

"As I told my one-time U.S. counterpart (U.S. Homeland Security chief) Tom Ridge once, 'You inspect a grain car entering the U.S. from Saskatchewan closer than you do container traffic coming into the United States from the Middle East.' And I think that's still the case."

Other recommendations included improving labor mobility, developing an energy strategy with greater emphasis on reducing harmful emissions and establishing an investment fund to build infrastructure to connect Mexico's poorer regions in the South to the market of the North. © Reuters 2005. This is the danger I have warned so many about. The government wants to call the 3 nations the Americas; we will have money called something like the Amero. This is part of the Pan American treaty, CAFTA , FTAA and the Real ID with its TRINATIONAL DATABASE. If we let these things pass, we are doomed to being controlled by UN type laws if not the UN itself. No More US and no More Constitutional Rights.

There's everyone's Real ID stuck right in the middle of their plan.

The US Council on Foreign Relations has been a sore point with me for awhile.

This is Open Borders Folks and the End of the United States....of government signs on.

Notice how everyone is using "terrorism" to justify all these obnoxious actions. There was a theory that our government knew about the 9/11 plan and allowed it to happen to justify going to war. I think they may have been right but for the wrong reason. I wonder now if it knew and allowed it to happen to use terrorism to justify Open Borders and the End of the Sovereign Nation of the United States.

A year ago, I would have said No Way.....but with what I know today.....

I only became suspicious of the ReaLIDACT after Bush said he would support it and sign it into Law.

Unfortunately, I'd already sent the letters supporting it through NumbersUSA....

The people who support the RealID claim it doesn't do the things we now suspect it will lead to.

We need to ask someone to introduce an Amendment to this Act and change it to exclude American Citizens....Period.

We need to ask Tancredo to introduce it....

Who knows him personally or someone in his office?

We had very few fighters protecting our sections at that time.
CLINTON HAD DISBANDED much of our pertinent military AND our planes and aircraft were in disaray. Our mechanics have been cannibalizing some aircraft in order to keep other aircraft flying. Many parts were jerryrigged. Clinton literally left us screwed.

I will never be unfair. No matter what I feel about him, Bush couldn't have put back humpty dumpty in the few months that they were in office. Impossible. Also, the whitehouse was in disaray and computers had been ruined. Just getting that taken care of must have been a very big job.

Rumsfeld, whatever faults he might have, could never have fixed this mess in 4 years let alone a few months. They were probably still trying to assess all the damage the Clinton's had done.

here in the NorthEast, we had only 2 or 3 unprepared fighters that, when scrambled, took extra time. {can't remember the details but they had problems due to the above. Will have to ask my husband for clarification. He was insane with this particular situation so I know it was very serious}

You are right 2ndAmendSIs WE do need a plan.

I'm close to saying we should call for Congressional hearings into the President's administration, ally ourselves with the trade agreement opposition groups and others, go all out trying to block this amensty and establish a No Way posture on biometric IDs all at the same time since we can see what they want it for.

I need a few hours of shut eye in order to be fresh when I ponder all this that's being thrown at us. I've seen this coming and like JP, have been yelling from the mountain top.

YES, I've already been thinking that "the enemy of my enemy"......it may be the only way to counter this travesty.

One thought I've been having is to frame something that we can begin to dispense within the halls of Congress. "what" that is I'm not certain.
We should be careful in our selection of focus and then focus with exray vision and blinders.

Wiliam--we DO NEED A PLAN as 2ndamendsis suggests. We need a Congressional Hearing on the Bush Administration immediately. We need to use these Hearings to expose Open Borders to the American People...so they can connect the dots.

Impeachment proceedings are widely viewed....Congressional Hearings to investigate the need for Impeachment will be widey viewed.

I've suggested Impeachment and most agree that Bush needs to go....he refused to address the issue during his last Press Conference, he called the Minutemen "vigilantis" and a few weeks later at a meeting on May 12, referred to them indirectly as "racists". He is pushing CAFTA which we know will take jobs and investment out of the United States and bring millions of people into the United States...the worst possible combination of plans.

We know now he is Open Borders.....We know he has an agenda different than the one we want for the United States.

We know he is very close with Vincente Fox who is openly Open Borders and a Racist....White Supremacist type Racist. Mexico used to have 10% black population but somehow they have through controlling this segment and intermarriage reduced that to 1% according to a report on Lou Dobbs tonight. We know from my article I found on "Depopulate Mexico Take Farms Send to US", they have depopulated the vast farmlands of Mexico of the Mechisto, Indians. On Lou Dobbs tonight, they showed that the Mexican attitude towards Indian....is a dirty word.

We know the Pope of the Catholic Church is a former Nazi and was approved more quickly than ANY POPE ever....and due to his age was considered a short term and in their words "transition" Pope. Transition to WHAT?

We know the Catholic Church in the US is part of the Open Border Lobby...see my article I posed on Open Borders. They have an organization that works with Immigration Lawyers to help illegal aliens. We know the Bishops in the United States are using their religious position to affect the political outcome of this political issue. There is an article posted this evening, a letter to the editor of the Sentinel in Orlando, Florida, where a BISHOP criticizes the Minutemen as "taking the law into their own hands" and critizing US Immigration officials for rounding up and deporting 66 illegal brick layers in Orlando.

I'm sure the Bishops following their nationwide meeting earlier this week decided to use Letters to the Editor as part of their Plan to support Open Borders and through it massive immigration into the United States.

We know the ACLU, a tax exempt organization just like the Catholic Church, are using "benevolency" to cloak support for the end of the United States.

Bush is not doing anything to enforce the laws. Bush is doing everything to ensure they are not enforced and the Globalists win THIS YEAR.

Lou Dobbs....I think is going to support the McCain Kennedy Bill. We need to find out. Bill O'Reilly is openly OPPOSED to it. We have to kill McCain Kennedy....Kennedy has gone to the Bishops....which is why you see this "timely" nationwide meeting and recent announcement by them to get involved in immigration policy....as if they haven't been for years helping illegals get in the country and stay in through their "benevolency".

Clinton...has come out in FAVOR of CAFTA....a deal I'm sure to help Hillary get into the White House....as did Bush when he appointed his father AND Clinton to work together on Tsunami Relief. How ridiculous was that decision by a United States Republican President knowing Hillary is going to make a run for Pres in 2008??

Everything Bush does is the OPPOSITE of what he should be doing. We are at war on two fronts....the big topic of the War Field is North Korea....yet Rumsfeld with Pres consent I'm sure....wants to CLOSE 33 Military Bases and cut back funding to 29 OTHERS!!!!

2ndamendsis just posted that one of the problems on 9/11 was the fact that our military aircraft had been so defunct by the time Bush was elected, they couldn't even scramble in time to intercept the planes. I think they may have gotten the one in Pennsylvania which is why there is no wreckage.

What kind of relationship could exist between McCain and Kennedy?? McCain spoke on behalf of Bush at the convention....McCain was a possible running mate with KERRY? WHAT IS THIS?

We have to investigate Bush.....his actions and inactions....are inexplicable.....he was elected to defend, protect and preserve the United States. We all KNOW what that means....it means enforcing American Law. He refuses, calls the Minutemen, Viglantis and Ignores the American People crying out for protection.

No one else can actually order troops to guard the borders. No one else can order deportations, prosecutions, because this is Executive Branch Duties.

The Millenium Agenda's Globalism, the next summit for the United Nations is in September 2005....all they need to take out the US.....is the McCain Kennedy Act....that legislation is the "coup de grace" of Globalism and the End of the United States. Bush hasn't said yet to my knowledge whether he will support it or not....my bet is he will....unless we do something.

Air Traffic Control connects directly with the US Air Force. We do not need computers in the White House to intercept these planes. They may have needed collaboration or approval from the White Houes to take out the planes as they were commercial airliners....but our System is better than that...or should be....if it wasn't on that day....then that was planned....by someone.

And I am not a conspiracy nut.....it's just that NOW that we know What's Afoot....it explains almost everything that hasn't made any sense at all since 2001 in the United States.

George Bush was elected by the American People to defend, protect and preserve....there is reduced defense, no protection, and no plan to preserve. Intead there are reductions in defense, cuts in protection, and every possible act to end the United States as a sovereign teritory.

No Judy, it's not quite that simple.

We only had 2 or 3 that were not able to scramble quickly.

Computers in the WH don't have anything to do with our planes, lol, but I was trying to explain the mess everything was in.

YES, CLINTON LEFT US VIRTUALLY UNPROTECTED. FACT!

NO, our system USED TO BE BETTER THAN THAT. It is, in fact, up to par now. Air traffic control does NOT scramble our fighters...it's much more complicated than that. We'd also not had all sectors manned properly. That's been rectified.

Try to understand that the PA plane was later and we'd scrambled everything by then. HOWEVER, we did NOT have the numbers that we should have had as they'd been cut during Clinton. Our pilots did the best that they could do with what they had.

Again, I hesitate to say exactly what happened as my memory is off on this one and I'll have to get a refresher from my husband in order to be accurate.

I don't know who knew what but what I do know is that our defenses had been horribly dessimated thanks to Clinton and groupies!

WE SHOULD HAVE KNOWN HOW WEAK OUR DEFENSES WERE BY THE USS COLE BOMBING. However, everyone gave Clinton a pass and never investigated --- they covered up! So, let's just call a spade a spade and give Clinton his due while we're ripping Bush a new one. Clinton got the ball rolling and everyone had better recognize it. He & his flunkies carry more of the blame than anyone for many terrorist attacks! No matter what, he left Bush with a pile of crap to sort out and fix. Am I the only one that finds it ironic that someone named Larry Fine wrote an article about common borders for Mexico, Canada, and the United States. Somehow I think Moe and Curly are not far behind. If this policy ever comes to fruition it will resemble a three stooges comedy short, but I don't think many will be laughing.

I actually have no clue if the US military can protect civilians from a large scale invasion from either enemy countries or an army of criminals.

As from what I have heard from many different rumours, the outlook of the future is not so good. Or am I just hearing the depressing stories of everything??

But who knows, one day everything will change.

I cannot confirm if most things are true or not. I'm sitting at my own home and apparently, nothing is effecting me atm.

Yes William...the EU has an EU Constitution that no one really paid attention to trusting their leaders. It was very bad for the European Countries. It was supposed to be a trade deal, so they could trade as a block and benefit from that. There were also some easings on entering different countries for example England into France. What happened was that the English went to France to shop....but the French had no interest in England. So it sent pounds out of England benefitting France more than England. England has now been invaded with illegals pouring in due to the unrestricted access creating problems there similar to what we are experiencing here.

The End of Nations is the End of the World.

The EU needs to revoke theirs and the USA needs to prevent this convergence with Mexico and Canada at ALL COSTS.

The plan is most definitely real....it's taken about 35 years to accomplish it and this is the year planned of the "coup de grace" of globalism....made possible by the End of the United States as a sovereign territory.

Without borders that are controlled, our population will bloat to 700,000,000.....I read that....it is the plan....this is the "saturation" point determined by the supporters of Open Borders.

At that level of population and all the development land required to house that population.....there will not even be enough farmland to feed the Nation....which is part of the Plan. Thus enters genetically modified food to feed the population....which destroys the environment.

When I say that the end of the United States is the end of the World....it is...because we are the only people with the power to STOP IT. If our power is removed...which is the Plan....then NO ONE CAN STOP IT.

We already have an army of criminals invading us ... look at all the illegal alien child molesters, rapists, killers, drug dealers, etc

As for a large scale invasion, I honestly dont know. It would all depend on where they invaded and how long they were able to flood the area with troops before we could react. Now with half the troops in Iraq and overseas I dont know how long that would be.

HandGrip....things are probably affecting you atm that you may not realize....for example, you are responsible for a huge repayment of an historical national debt with lenders antsy to collect their money. The only way that gets done is to raise taxes to pay the money back. Take the national debt divide it up across American Families and figure out what your share will be.....most of this national debt is the result of....depressed wages and salaries from illegal immigration resulting in less taxes being collected, untaxed income paid to illegals, and the increased costs of government for benefits and services paid to illegals and the millions of citizens displaced by them. Other risks are posed that may eventually make their way to you, perhaps not atm, but soon and just around the bend....disease, gang invasion, job loss, economic bubble bursts, environmental issues related to development to accommodate a bloated housing market, inflation in the housing market, and rising interest rates to name a few.

You may also know someone who is being affected atm.

With this what's to stop us from fighting fire with fire? Letters to the editor are open to all aren't they? So, why don't we take a page out of the PC book...and send letters of our own? We can pile shame on shame as well as anyone else.

Those ATC's are better than that or we'd have long since been knee deep in airplane debris from the constant crashes.

This is a DIRECT RESULT FROM CLINTON'S military policies. WE WERE DISMANTLED, folks. It wasn't just a few planes we're talking about here.
We also lost a lot of GOOD OFFICERS & NCOs to early retirement because of their dislike & abuse of the military.

Clinton et al had better NOT be let off the hook here! He & his wife have skated with the enormous damage they caused and I damn well resent it. Now she's on the ARMED SERVICES COMMITTEE? This is downright dangerous!!

I got news for this guy... our national border always HAS been the front line for our security. That is precisely what a border is for.

Canadian and Mexican ideas of "normal relations" are relations in which Canada and Mexico derive benefits at Americans expense.

He is right though.. the results WOULD be profound... profoundly BETTER for us, while possibly worse for them. Ya do not really think they like the status quo because Canada and Mexico care about what is good for America do you?

There is plenty of blame to apply to BOTH parties.

CONGRESS has been my personal focus...they need to be cut down at the knees quickly. They're the ones that have rubber stamped every piece of crap legislation to come down the pike.

That’s the million dollar question. We do need to make sure that no more trade agreements get passed. They are doing their best to get them through even without our approval. Call your senators and representatives everyday. Send them letters, faxes and emails. Do this daily and it might get their attention that this deal is not the will of the people and it is against the Constitution.

18 May 2005 -- New York -- A trinational task force has unveiled a series of recommendations to help Canada, Mexico and the United States strengthen North American competitiveness, expand trade and ensure border security.


Members of the Independent Task Force on the Future of North America, which was coordinated by the Council on Foreign Relations, discussed a detailed set of proposals that build on the recommendations adopted by Canadian Prime Minister Paul Martin, Mexican President Vicente Fox, and U.S. President Bush at their trilateral summit in Texas during March. The task force's recommendations are intended to provide specific advice on how the Security and Prosperity Partnership of North America (SPP), which was adopted at that summit, can be pursued and strengthened.

"The global challenges faced by North America cannot be met solely through unilateral or bilateral efforts of existing patterns of cooperation," the task force said in a written report released May 17. "They require deepened cooperation based on the principle, affirmed in the March 2005 Joint Statement by Canada, Mexico, and the United States, that 'our security and prosperity are mutually dependent and complementary.'"

"Establishment by 2010 of a security and economic community for North America is an ambitious but achievable goal that is consistent with this principle and, more important, buttresses the goals and values of citizens of North America, who share a desire for safe and secure societies, economic opportunity and prosperity, and strong democratic institutions," the report said.

Task force co-chairman John Manley, former Canadian deputy prime minister, said May 17 that "we are asking the leaders of the United States, Mexico, and Canada to be bold and adopt a vision of the future that is bigger than and beyond the immediate problems of the present."

The recommendations address a range of issues confronting North American policymakers: greater economic competition from outside North America, uneven development within North America, the growing demand for energy, and security threats to the borders. The task force developed what it calls a road map to transform North America into a trading area that allows for the seamless movement of goods, increased labor mobility and energy security.

“The finding that we made as a task force was that the security of North America is essentially indivisible,� Manley said. “It is a responsibility of every government to provide for the safety and security and protection of its citizens, and … on this continent, … is impossible for any one of our governments to do without the cooperation of the others."

"We came to realize that if our two borders ... became a front line for security, the impact that would have on normal relations and economic relations would be important," he said.

The key recommendation, Manley said, was for the three nations to move toward establishing a common security perimeter by 2010. "It is important for all three governments to commit themselves to security within that zone, thereby alleviating the need to build some barriers at our mutual borders,� he added. “It implies greater cooperation between our security and intelligence agencies, [and] assistance in keeping track of security risks. It implies that we understand the nature of the goods and people that are coming into the continent."

The task force also recommended the development of a "North American Border Pass" to expedite passage through customs, immigration and airport security throughout the continent; additional border facilities to allow for continued growth in trade across the borders; a move to full labor mobility between Canada and the United States; expanding temporary worker programs and creating a "North American preference" for immigration; reviewing the sectors that were excluded in the North American Free Trade Agreement (NAFTA); adoption of a common external tariff; development of a North American energy strategy; and increased military cooperation.

Pedro C. Aspe, former finance minister of Mexico, said that NAFTA has been "a total success" in achieving its goal of increasing trade and investment among the three nations. But the economies face new threats, new developments and new challenges. "Hence, we need a new vision," he said.

"If we don't change our structure, we will loose our competitiveness" to China, India and the expanded European Union, Aspe warned.

One challenge is to address the development gap between central and south Mexico and the rest of the continent, which is caused primarily by poor infrastructure and lack of good education and training, he said.

NAFTA has transformed Mexico, but has also deepened and made much more visible the divisions between north and south, Aspe explained. The northern part of Mexico, where the population has a higher level of education and which is better connected to U.S. and Canadian markets, has grown significantly faster than the center and south.

The wage gap has led many Mexicans, mostly from the south, to migrate in search of higher incomes and better opportunities and has made Mexico the leading source of illegal immigrants, Aspe noted. The best way to ease the problem is to provide better economic opportunities in Mexico, he argued.

The task force recommended the creation of a North American investment fund to build infrastructure and improve education in south and central Mexico.

But the task force also recommended that Mexico reorient its economic policies to encourage more investment and distribute the benefits of economic growth more equitably; that Mexico fully develop its energy resources to make greater use of international technology and capital; and that the capacity of the North American Development Bank be enhanced.

The task force was made up of policymakers, scholars and business leaders from all three countries. The 31-member group held meetings in Toronto, New York, and the Mexican city of Monterrey during the course of its deliberations. It was organized in cooperation with the Consejo Mexicano de Asuntos Internacionales and the Canadian Council of Chief Executives.

WASHINGTON The U.S. and Mexican governments are quietly working on a new joint anti-terror initiative known as the "North American security perimeter" to identify vulnerable points along the nations' shared border.

The agreement came after a meeting of NAFTA leaders in Waco, Texas, last March. U.S. conservatives in recent months have been vocal in pressuring both the United States and Mexico to improve border security.

However, the perimeter project is just the most recent in a series of joint initiatives since the Sept. 11, 2001 terrorist attacks in New York and Washington.

"We have very good relations with Mexico," said U.S. National Security Secretary Michael Chertoff on Thursday during a meeting at the Center for Strategic International Studies, referring to cooperation on security issues.

Interior Secretary Santiago Creel and former U.S. Secretary of State Colin Powell signed an agreement in 2003 to work towards "intelligent" borders that would deter terrorism but leave trade unhindered.

A special binational committee has met at least six times in the last two years to implement the plan and analyze the nations' infrastructure and identify possible terrorist targets.

Besides border targets, Mexico has also worked to increase security for its oil platforms and refineries. Another potential scenario being analyzed by both nations is an attack on tourist resorts popular with U.S. tourists, such as Cancun or Cabo San Lucas.

However, one barrier to implementing these initiatives, according to experts, are political sensibilities. Opposition politicians in Mexico have criticized President Vicente Fox's administration for giving U.S. security forces too much authority to act on Mexican soil.

Mexico and U.S. put “Security Perimeter� on fast-track

Washington, D.C.- Task force groups from the U.S. and Mexico are working together, on a fast-track basis, on in-depth reforms to national security relations between the two countries.



The delegations are working on the creation of a “North American Security Perimeter,� that among other factors includes the identification of targets vulnerable to terrorism along the common border.



Gerónimo Gutiérrez, Mexico’s Undersecretary of Foreign Relations, said that the negotiations are going well, with an initial session for proposals scheduled for June.



The border area security plan is being discussed at the U.S. Department of Homeland Security and Mexican National Security and Investigation/Research Center (Cisen) levels.



National security officials and analysts noted that authorities in both countries have suggested the possibility of terrorist attacks on tourist destinations frequented by U.S. citizens.
